In answer to your question , I do not think there is any connection between Ramla's it's just Ramla means the sand.

I have born in Oulu, so, the name is very familiar to me, but my Oulu is in Finland. And my mother`s "clan" is
still living in one part of Oulu named by my mother`s family name.
